Gerrit Migration

• DW Talton the migration is staged and ready to go.  This is a mirror of review.opencontrail.org until we are ready.
• Currently, the groups need to be updated as well as the authentication. 
• New SSO mechanism using Linux Foundation ID will be enabled shortly after the release

• Jared Linley Currently we are targeting the 17 Dec 2020.
• Final testing will take place 16 Dec 2020
