-Motivation is to upstream DPDK patches and move away from using private patches.

-Upstreaming model discussed that includes always building against upstream release,
and reporting bugs and submitting patches upstream.

-TF vrouter is build-able against upstream DPDK

-Went through list of patches in contrail-dpdk 18_05_01

-In future we will be moving to 19.11 as it has performance improvements and new features/bugs.
