Address PTL and Project Governance Questions

Darien Hirotsu: Draft a Gerrit patch to update the Governance doc for the community committee to review. The patch will try to take Randy's Community Commitments, some of Casey's Healthy Community comments, and attempt to remove references to ARB (more to discuss here). Due date 09 Jan 2020
